National Key Science Project-The Southwest China Germplasm Bank of Wild Species-Achieved the Expected Scientific Objectives

 

  October 15th, 2009, the panel experts from Life Science and Biotechnology Bureau of CAS and Planning and Finance Bureau checked and accepted the scientific objectives of National Key Science Project-'The Southwest China Germplasm Bank of Wild Species', undertaken by Kunming Institute of Botany of CAS, Yunnan University and Kunming Institute of Zoology of CAS. The panel listened to the project leader's final acceptance report of the scientific objectives, checked and approved correlative materials and verified the related equipments and conserved germplasm on site. Through querying, replying and seriously discussing, the acceptance views are as follows:

  1.    According to the acceptance guidelines replied in the Announcement No. 408 published by National Development and Reform Commission, 'Approval about the feasibility study report of national key science project-the Southwest China Germplasm Bank of Wild Species' and the Announcement No. 189 published by CAS, 'Approval about the acceptance basis of the scientific objectives of the Southwest China Germplasm Bank of Wild Species', the scientific objectives of the Southwest China Germplasm Bank of Wild Species have been all achieved after 5 years' construction.
  2.   The project has collected 8,444 species of 74,641 accessions of wildlife germplasm resources in all, which include 166 sections, 1,337 genera, 4,781 species, 31,199 pieces of plant seeds; 844 species, 9,123 pieces of plant isolated materials; 1,235 species, 11,075 pieces of plant DNA; 111 species, 1,080 pieces of cDNA; 17 kinds, 18 cDNA libraries; isolating and identifying 12 functional genes, building a BAC and YAC library for each; 1,119 species, 8,359 strains of microbiology; 354 species, 13,805 pieces of animal germplasm. Germplasm nursery collected and preserved 437 species, 49,580 strains of wild germplasm. The project officially preserved 204 pieces of seeds from UK Millennium Seed Bank as backup seeds and 386 pieces of tree seeds from 19 countries collected by World Agroforestry Center (ICRAF). It surpassed the subject objectives replied by the National Development and Reform Commission and the detailed acceptance indicators of scientific objectives replied by CAS.
  3.   This project built 680 cubic meters of cold storage, 570 cubic meters of drying room and six walk-in training rooms, reached the internationally recognized low-temperature preserving indicators for preserving seeds at 'Double 15' and -20 , worked out and validated 76 standard specifications and established the information sharing management system of germplasm resources. Meanwhile, through the integrated innovation on equipments , the project formed the technical system and research platform which set functional gene test, clone and validation as a whole at three aspects: classification, identification and evaluation of wildlife germplasm resources, germplasm conservation research and sustainable use of germplasm resources. The germplasm bank possessed mighty preservation and scientific research capacity of wildlife germplasm resources and attained the acceptance guideline of approval.
  4.   From the aspect of  information management system and database construction, the project accomplished the data standardized arrangement and the development of the program of the data submit tool; built germplasm collection database, collected 22,365 pieces of germplasm collection information, 78,142 images and fulfilled the informational management of conserving germplasm; completed the development and issuance of  information-sharing service system (http://www.genobank.org) and the pageview was more than 4 million; set up basic database of China's higher plants and Yunnan's higher plants.
  5.    Two supporting systems with over 30 staffs were founded: a germplasm conservation center and a molecular biology experimental center; introduced 5 high-level talents, 4 of whom were selected as members of the Hundred Talents Program of CAS, one of whom was selected as High-technology Professionals in Yunnan Province; built 'Plant Germplasm and Genomics Research Center' and involved in the formation of Kunming Division of Qinghai-Tibet Plateau Institute. The Germplasm Bank conducted cooperative work with 58 units, 637 persons, established partnerships with 13 natural reserves all around the country and trained more than 450 person-times. It formed a internationally competitive construction and research team of wildlife germplasm conversation.
  6.   The project conducted extensive international cooperation. It subscribed the Agreement 'The cooperative agreement between the Chinese Academy of Sciences and the Board of the Royal Botanic Gardens Kew on the conservation and research of wild plant germplasm', cultivated 7 professional talents, made more than 20 person-times foreign experts participated in the project construction, officially preserved seeds from more than 20 countries as backup seeds and played an important role in the protection of global biodiversity.

  The panel considered that through 5 years' construction, Southwest China Germplasm Bank of Wild Species has accomplished the scientific objectives replied by National Development and Reform Commission and CAS, turned into one of the two wildlife germplasm conservation facilities that were established in accordance with international standards in the world, produced a significant international influence and will play an important role in the talent training, the global biodiversity conservation, and bio-industry development. The panel unanimously agreed to acceptance.

     At the same time, the panel suggested that the project should enhance basic research in genome, seed physiology and other related fields, strengthen special biological DNA preservation and further improve the level of openness and sharing.

  The panel was made up of Academician Hong Deyuan, Academician Wei Jiangchun, Academician Chen Xiaoya and the experts from Wuhan Botanical Garden of CAS, Southwest Forestry College, Yunnan Academy of Agricultural Sciences and Yunnan Agricultural University, etc. Deputy director of Life Science and Biotechnology Bureau of CAS Su Ronghui, the president of Kunming Branch of CAS Wang Qingli, the principals of relevant functional departments of Life Science and Biotechnology  Bureau of CAS, Planning and Finance Bureau, Yunnan Development and Reform Commission, Science and Technology Agency and Finance Department as well as the leaders of construction units as Director Li Dezhu, Deputy Director Sun Hang, Deputy Director Liu Jikai, Deputy Director Gan Fanyuan, Vice President Zhang Keqin, Deputy Director Wang Wen and the entire staff from KIB, Yunnan University and Kunming Institute of Zoology took part in this acceptance meeting.
